How do I make a resident trim a tree? Isn't this code enforcement's job? The same department that makes people cut their grass?

I spoke with the Assistant Community Development Director regarding the street light and tree. He told me that we cannot direct citizens on trimming their trees unless it is an issue where they are hanging into the street and impeding traffic. This is a civil matter, If your neighbor is not willing to speak with you, you will have to decide if this is a matter for the civil court. (dj)
